DOST IP policy in the works

To facilitate its crafting, DOST agencies were tapped to comprise the three subcommittees under the Technical Working Group (TWG) on DOST IP Policy Formulation: (1) DOST as government funding agency (GFA), (2) DOST as research and development institute, and (3) DOST as enabler.

The Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) spearheads the subcommittee on DOST as GFA with Socio-Economics Research Division Director Albert P. Aquino as chair.

To date, the subcommittee has drafted the basic provisions of the DOST IP Policy as GFA, research funding agreements and its templates, and IP monitoring mechanisms.

Joining PCAARRD in the subcommittee are staff members from the Philippine Council for Industry, Energy and Emerging Technology Research and Development, and Philippine Council for Health Research and Development.

Select members of the TWG from the Special Projects Division, Office of the Assistant Secretary for Technology Transfer, National Research Council of the Philippines, and Information and Communications Technology Office complete the subcommittee.

To effect synergy in the efforts of PCAARRD and DOST in establishing the internal IP policies, a Policy Advocacy Group (PAG) Committee on DOST IP Policy Formulation was formed.

The committee provides the inputs in the drafting of such policy, especially those pertaining to the salient features of the IRR concerning PCAARRD as a funding agency.

The set of specific guidelines for DOST’s role as GFA will be refined and harmonized with the outputs of the other two subcommittees in a workshop on August 9 at the Sofitel Hotel in Pasay City.
