DOST-PCAARRD, CSU collaborate for a training on packaging technology transfer modality-based programs and projects

With the aim to capacitate its faculty members and extension practitioners, the Cagayan State University (CSU) conducted a two-day training on Packaging Technology Transfer Modality-Based Programs and Projects on April 9 to 10, 2025 at the CSU Sanchez Mira Old Site, Sanchez Mira in Cagayan. This was in partnership with the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD).

The project proposals involved in the training are aligned with the Council’s technology transfer modalities, grounded in the Harmonized National R&D Agenda (HNRDA) and are designed to improve agricultural productivity, income, product quality, and marketability.

Dr. Gilbert C. Magulod Jr., CSU’s Director for Knowledge and Technology Management and Publication (KTMP), introduced the distinguished resource speakers from the University of the Philippines Los Baños (UPLB) and DOST-PCAARRD’s Technology Transfer and Promotion Division (TTPD). Participants from CSU’s eight campuses were also introduced.

Dr. Junel B. Guzman, Vice President for Research, Development, and Extension (RDE), emphasized the importance of bringing CSU-developed technologies to the communities through well-structured and technically sound proposals. 

Following these remarks, Dr. Josie Y. Bas-ong, University Director for Extension and one of the training proponents, presented the rationale and objectives of the activity. She also extended gratitude to the CSU administration through OIC-President Ibañez, to DOST-PCAARRD for its consistent support, and to the participants for their dedication and participation.

Associate Professor Andrew D. Gasmen from UPLB led the lectures and workshop. He was joined by Ms. Yolanda Tanyag, DOST-PCAARRD TTPD’s Supervising Science Research Specialist, and Ms. Diana Rose P. Cabello, DOST-PCAARRD TTPD’s Senior Science Research Specialist. The sessions covered the following topics:

  • Session 1: Introduction to PCAARRD Technology Transfer Framework and modality based programs and projects, Proposal Format, and DOST Line-Item Budgeting (LIB);
  • Session 2: Introduction and Technical Inputs;
  • Session 3: Project Development and Management – The Project Cycle;
  • Session 4: Crafting the Title, Rationale, and Objectives; and
  • Session 5: Designing S&T Interventions and Results Framework including a hands-on proposal development workshop.

The training concluded with the presentation and evaluation of draft proposals with Dr. Gasmen, Ms. Tanyag, Ms. Cabello, Dr. Guzman, Dr. Bas-ong, and Dr. Florentina P. Dumlao, a distinguished CSU consultant.

Ms. Tanyag commended CSU for its hospitality and lauded the quality of the initial outputs. As a way forward, she reaffirmed DOST-PCAARRD’s commitment in extending continuous technical support for CSU’s future project development initiatives.

The training proved to be a highly productive and empowering experience, equipping CSU faculty and extension practitioners with the essential tools for packaging mature technology transfer programs and projects—ultimately paving the way for impactful initiatives that benefit communities across the region.
