Levelling off on Program Budget Approach for Climate Change

LOS BAÑOS, LAGUNA – DOST’s Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD), together with other government agencies, met recently in an effort to level off on the Program Budget Approach (PBA) for programs and projects relating to climate change.

Held at the Department of Environment and Natural Resources (DENR), the meeting, among others, also identified programs and projects of participating agencies to be enrolled in the PBA.   

The DENR-led PBA, Risks Resiliency Program (RRP), aims to strengthen the resiliency of natural systems and urban built environment as well as the adaptive capacities of vulnerable groups and communities to current and future risks and disasters.

Representing the Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (DOST-PCAARRD) were Dr. Feliciano Calora Jr., Dr. Leila America, and Engelbert Lalican.

Matters pertaining to the formulation and monitoring of climate change programs and projects in relation to PBA, under set guidelines, were also tackled during the meeting.

The guidelines provided the criteria for eligibility of projects and programs under the PBA of Climate Change and defined these programs and projects by component.

Other agencies that attended the event include the Department of Science and Technology (DOST), Department of Budget and Management (DBM), DENR, Department of Agriculture, Climate Change Commission (CCC), Department of the Interior and Local Government (DILG), Department of National Defense-Office of Civil Defense (DND-OCD), and World Bank.

DENR Assistant Secretary Analiza Teh presided over the meeting.

The technical review committee formed during the meeting had the following members: DENR as Chair and Secretariat; CCC, DND-OCD, DOST, and DA as members.
