The Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD) continues to intensify its technology commercialization initiatives through the program, “Regional Agri-Aqua Innovation System Enhancement (RAISE) Program.”
The Council recently met with the program’s 53 participating state universities and colleges (SUCs) and Research and Development Institute (RDIs) to discuss the program activities and items for their implementation and moving forward.
RAISE hopes for a favorable environment for local inventions, including the shaping of innovative mindsets, enhanced policies to create a more level playing field, and shared communication infrastructure. The mentioned communication infrastructure will involve new networks and linkages among members of the system, new resources including information, new know-how, and a workforce with enhanced skills specific to particular innovation niches. RAISE calls for the commitment of actors in the innovation ecosystem to collaborate together to build a competitive agri-aqua innovation ecosystem that maximizes the potential of every S&T innovation.
Held on January 28, 2022 via Zoom, the meeting reinforces the Council’s aim to intensify technology commercialization activities by strengthening the capacities of selected SUCs/RDIs through a regional approach. The 53-participating SUCs and RDIs are from the Cordillera Administrative Region, Ilocos, Southern Tagalog, Bicol, Western Visayas, Eastern Visayas and Southern Mindanao regions. The initial seven regional programs shall be implemented for 2 years (January 1, 2022 to December 31, 2023) with a total budget of P193 million.
The program aims to strengthen the PCAARRD’s Regional Consortia through Regional Capacity Building and Mentorship, Agri-Technology Business Development, Intellectual Property (IP) Management, Strategic Partnership and Collaboration, and Enhanced Knowledge Management.
Major activities under the RAISE program shall cover the whole Research and Technology Management continuum starting from the prioritization of ideas; protection and management of IPs; pre-commercialization; product and technology business management; promotions and knowledge management; and partnerships and collaboration.
The virtual meeting was attended by almost 300 participants including SUC presidents, consortium directors, officials, and staff. Bicol University president Dr. Arnulfo M. Mascariñas and Mariano Marcos State University president Dr. Shirley C. Agrupis gave their messages of support to the program. Atty. Editha R. Hechanova, Association of PAQE Professionals, Inc. (APP) president; Dr. Lily Ann D. Lando, facilitator and trainer of CORE Consulting and Development; Dr. Feliciano G. Calora, DOST-PCAARRD deputy executive director for R&D; Dr. Melvin B. Carlos, DOST-PCAARRD deputy executive director for Administration, Resource Management and Support Services; and Mr. Noel A. Catibog, director of the Technology Transfer and Promotion Division (TTPD) of DOST-PCAARRD also participated in the event.
