PCAARRD shares its impact assessment program with PCIEERD

Representatives from the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD) conducted an impact assessment (IA) lecture on September 30, 2019.

The lecture was organized by the Philippine Council for Industry, Energy, and Emerging Technology Research and Development of the Department of Science and Technology (DOST-PCIEERD) through its Policy Coordination and Monitoring Division (PCMD) headed by Ms. Grace Estillore.

Held at the Metals Industry Research and Development Center (MIRDC) in Bicutan, Taguig City, the lecture was intended to instill appreciation among DOST staff regarding impact evaluation. This is in relation to DOST’s integration of outcome and impact-based planning and monitoring principles in its core processes.

The main speakers were Ms. Mia Barbara D. Aranas and Ms. Princess Alma B. Ani of the Socio-Economics Research Division (SERD) of DOST-PCAARRD. Their presentations included an overview of PCAARRD’s Industry Strategic S&T Plans (ISP), IA portfolio, and IA protocols and frameworks. They also provided examples of IA projects implemented under PCAARRD’s monitoring.

Project staff, project managers, and directors from the different divisions of PCIEERD and other DOST agencies, who attended the lecture, shared their insights after each presentation.

PCAARRD’s IA portfolio consists of evaluation projects identifying impacts of technologies funded by the Council, technology transfer modalities, institution development, as well as policies, publications, and strategic plans.

Moreover, PCAARRD provides impact assessment trainings under its non-degree training courses. This is in collaboration with the Council’s extensive network of IA researchers from various State Universities and Colleges (SUCs) in the country.

To date, an integrated approach to IA is being developed. This intends to encompass different dimensions of impacts using mixed methods.
